Prof Jonathan Moyo: Stop CBZ ePassport Scam

404Views

While the USD100 & US 200 fees for ordinary & express e-passports are extortionate, the USD20 application fee paid at “any CBZ Bank branch countrywide” is shocking corruption that stinks to the high heavens as it’s meant to benefit CBZ owners who include Mnangagwa & Tagwirei!

At the core of the Rule of Law, and in concert with Constitutional Democracy, is the cardinal principle that legislation must be of general application and not specfic to individuals, save for exceptional circumstances where mention of individuals or entities is unavoidable!

An example where mention or listing of names of individuals or entities in legislation is situations where a party, person or entity is named in tax law or an investment scheme, as having met some general criteria which otherwise is open to other parties, persons or entities!

It is trite that Parliament should not legislate to specifically benefit one person or entity. All persons and entities must remain equal before the law. All banks in Zim are equal. To legislate to specifically benefit #CBZ means @edmnangagwa ‘s regime is a kleptocratic mafia!

The fact that the audacious #CBZ e-passport scam is happening publicly and openly, coupled with the fact that its beneficiaries are @edmnangagwa and his cronies, begs the question: what else is happening behind closed doors under the convenient cover of official secrets?

f Mobutuism in Zaire was the height of brazen state plunder; @edmnangagwa ‘s mafia-like kleptocratic clansmanship has exceeded all known cases of organised state theft and plunder of public resources in Africa. The #CBZ e-passport scam must be resisted! #StopCBZePassportScam
