Zimbabwe Anti-Corruption Commission (ZACC) Friday arrested David Makwara the National Social Security Authority (NSSA) corporate affairs for fraud involving more than US$182 000, and he is appearing in court today.
In a statement released by ZACC, it states that Makwara planned to defraud NSSA of thousands of United States dollars by tricking the authority about the Zivo Project Management deal.
“Allegations are that in August 2021, Makwara hatched a plan to defraud NSSA of thousands of United States dollars by misrepresenting the Authority that Zivo Project Management (Pvt) Ltd intending to carry out renovations works worth USD18 2661.77
“To achieve his plan it is alleged that Makwara approached one Nigel Mahachi, the project manager of Zivo Management (Pvt)Ltd to give him a quotation for the proposed renovations work at House Number 5 Ruwanga Road in Manzanares’s the statement.
Mahachi for sure he fell into the trap and he submitted the papers for the renovations as demanded by Makwara.
“Mahachi submitted a bill of quantities (BOQ) for the proposed renovations to the accused together with an invoice tallying USD182 661.77
“Soon after receiving the involve, Makara submitted it to NSSA for payment.
“NSSA acting on the submitted invoice, transferred the total amount of USD182 6661,77 to Zivo Project Management’s bank account. “reads part of the statement.
The accused has allegedly forced Mahachi to return the money that has reflected in his account to his account.
“It is further allegedly that after the money reflected into the Zivo Project Management Pvt Ltd, account Makwara corruptly directed Mahachi to refund him the money.
“This is against the NSSA policy and practice which does not allow a person to be paid money for home improvement directly unless prior approval has been granted.”
This year in June, it is further alleged that Makwara again instructed Mahachi to add fifteen more items to the initial BOQ to cover his crime.
