Four former Midlands Provincial officers among them Mashonaland West Director of Local Governance Cecilia Chitiyo will today appear in court facing nine counts of Criminal Abuse of duty.
Chitiyo was arrested together with former Director of Works (Midlands) Matilda Manhambo, former Provincial Planning Officer Chisainerwa Chibururu and former Provincial Chief Lands Officer Joseph Shoko.
In a statement, Zimbabwe Anti- Corruption Commission (ZACC) spokesperson John Makamure said the accused allegedly charged administrative fee each for land developers to get a piece of land for housing development in Midlands.
“In 2008, incarcerated the former Midlands provincial Governor, Jason Machaya set up a provincial committee which was aimed at easing housing shortages in urban areas and to identify and allocate land to land developers who have applied for land,” he said
“Allegations are that land was allocated to those only who paid $5000-00 USD as an administrative fee an amount that the accused persons could not account for.”
Makamure said about six land developers who were victims of the scam.
“Allegations are that the accused persons connived to include in the offer letters the payment of US$5 000 administrative fee as one of the requirements from each developer who would have been allocated land by the Provincial Committe,” he said.
“On different occasions, the developers were allocated land to develop and were made to pay US$5000 for each allocation made as administrative fees, amounts the accused persons could not account for.”
